Working Dues/Monthly Dues
Authorization
You will be receiving correspondence from the North Central States Regional Council regarding both your hourly (working) dues and your monthly Local Union window dues. First, the working dues assessment authorization form allows the employer to deduct these monies from your weekly paycheck and send it to the North Central States Regional Council Benefit Funds as part of the Vacation/Holiday/Dues contribution. We need both parts of this form filled out and returned right away. This form is needed because of the merger of our Vacation Fund with the NSCRCC Benefit Fund. We previously had a similar form on file with the former Lakes and Plains Regional Council, but it is no longer valid.
Also included will be a monthly dues authorization and assignment form. By signing this you will be authorizing the NCSRCC to deduct twelve months worth of window dues from the Vacation/Holiday fund. This change in the way dues are collected has several benefits:
1. No more weekly/monthly deduction for your paycheck
2. Less opportunity to miss a payment because you didn’t have a paycheck the week your employer withholds
3. Eliminates the risk of falling into arrears or suspension due to missed payments.
4. Deductions once per year rather than monthly
5. Saves your Local Union time and money mailing out hundreds of notices every month
6. Allows the Local Union to establish a better budget, because we’ll know the cash flow to meet expenses.
The monthly dues authorization will be put into effect the 1st scheduled payout with the North Central States Regional Council (June 1, 2009). The deduction will cover window dues from July 1, 2009 through June 30, 2010 and will continue annually unless the Council receives written notice from you, the member. Monthly dues will need to be paid by the member or through employer deduction until July 2009. If you withdraw, resign or any other membership status change anytime during the year, we will be able to refund or adjust your account accordingly.
Retirees and material handlers would continue to pay monthly dues in the manner in which they currently are. All forms will be returned to the Local Union office so we are able to track those who are signed.
Changes to Prescription Drug
Preferred Provider
On January 1, 2009 the Fund will change the pharmacy benefit managers to Innoviant to help manage our pharmacy benefit costs. To obtain the maximum benefits available, the fund will require that outpatient prescription drugs be obtained through the Innoviant Pharmacy Network. One major improvement to the plan will be that if you obtain your prescription from a participating network pharmacy you will only be required to pay the copayment at time of purchase, rather than pay for the full cost and submit claims to Zenith for reimbursement. Prescription Drugs purchased at a non-Network Pharmacy will require you to pay for the full cost of the prescription and submit a claim for reimbursement to Innoviant. The non-Network Pharmacy claims will be processed assuming the average pharmacy discount applies.
Additional information will be sent to you via Zenith that details your new coverage, including specialty programs. Above is a brief explanation. Be sure to thoroughly read all documents from the benefit office.
A new prescription card will be included with this mailing. Neither your old card nor the new card will work between December 13, 2008 and January 1, 2009. Please do whatever possible to avoid purchasing prescription drugs during this transition period. There will still be coverage; however we will not have a discount provider during this period.
NCSRCC Food Shelf
The Retirees group runs a food shelf at the Saint Paul Offices (710 Olive Street). The food shelf is open for members on Thursdays from 10:00 A.M. to 2:00 P.M. They will be close for the upcoming holidays that fall on Thursdays (Thanksgiving, Christmas & New Year’s Day). Grocery and monetary donations can be made at the Carpenters referral desk Monday - Friday during regular business hours.

Vacation Checks
There will not be a December 1st payout of vacation funds. As of August 2008 the Twin City Floor Covering Industry Vacation Fund (T.C. Vacation Fund) merged with the NCSRCC Benefits Funds - Vacation Fund. The funds that were in the T.C. Vacation Fund at the time of the merger will be paid out when that fund is made whole. The last check you will receive for the T.C. Vacation Fund will be paid out sometime prior to May 2009. At this time, we are not able to predict the exact day, but we assure you it will be paid out as soon as possible.
Again, the NCSRCC Vacation Fund pay out date is June 1st.
